ENTRY & RULES of THE DIPLOMA STREAM

 
1.
The selection of candidates for Polytechnic admission is done District wise.
   
2.
Eligibility for admission
   
 
All candidates who have passed S.S.L.C /T.H.S.L.C or any examination declared or any examination declared equivalent there to with eligibility for admission to a college affiliated to any University in Kerala subject to the following conditions can apply for admission to the Polytechnics.
     
 
a.
The candidate should be a citizen of India.
     
 
b.
The candidate should be a native of Kerala State or those whose parents are employed in Kerala.
   
3.
Minimum marks for Eligibility
   
 
S.S.L.C or equivalent examination with the following marks.
     
 
I.
For all Diploma Course other than Diploma in Commercial Practice :
       
 
a.
Merit :
 
Not less than 60% for Mathematics, Physics and Chemistry put together and not less than 50% seperately for Mathematics and 50% for Physics and Chemistry put together.
       
 
b.
SEBC/ITI/THSLC Reservation :
 
Not less than 55% for Mathematics, Physics, Chemistry put together. Separate minimum is same as that for merit candidates.
       
 
c.
SC/ST Reservation :
 
Not less than 35% separately for Mathematics and 35% for Physics and Chemistry put together.
     
 
II.
For Diploma in Commercial Practice
       
 
a.
Merit :
 
Not less than 60% for English and Mathematics put together and not less than 50% each for English and Mathematics separately.
       
 
b.
SEBC/ITI/THSLC Reservation :
 
Not less than 55% for English and Mathematics put together and not less than 50% each for English and Mathematics separately.
       
 
c.
SC/ST Reservation :
 
Not less than 35% each for English and Mathematics separately.
       
 

Fees will be charged as follows

 
1. Admission Fee Rs. 50/- Payable at the time of admission
2. Tuition Fee Rs. 500/- Payable in 3 installments
3. Special Fee Rs. 300/- Payable at the time of admission
4. Caution Deposit Rs. 250/- Payable at the time of admission
       
Candidates who are Diploma holders or who have completed the course and become eligible for appearing for the examination for one Diploma course, seeking admission to another branch will have to pay the tuition fees @ Rs. 6000/- per annum. (vide G.O.(MS) 137/93 H.Edn. dt. 25/10/93). Also such candidates will not be given exemption from appearing any of the subjects either in the first year or in the subsequent years.(vide G.O.(Rt) 1651/95/ H.Edn. dt. Tvm 6/12/95).
       
 

SCHEME FOR THE DISABLED.


The Polytechnic is successfully implementing a central scheme sponsored by the Ministry of Human Resource Development since 2002. The objective of the scheme is to integrate persons with disabilities into the mainstream of technical and vocational education. Over and above the sanctioned intake, 25 disabled students are admitted in every year in the formal programme of three year diploma courses. In addition to this, 100 disabled students are given training in various need based short term courses under non formal training programmes. The training programmes are absolutely free and students are provided with stipend, traveling allowance (for day scholars), free boarding and lodging (for diploma students) and allowances for uniforms and text books

 
 

RULES AND REGULATIONS

 
1. Duration of Diploma Courses :
  The Diploma courses will be of 3 academic years duration.
   
2. Medium of instruction :
  The medium of instruction in all the theory and practical subjects shall be in English.
   
3. Instructional duration in an academic year :
 
  • The academic year shall consist of a minimum of 32 weeks instruction excluding the period of examinations and study holidays.
  • The course will follow the yearly pattern with annual examinations being held in March, April of each in the 3 years of the course. There will be supplementary examinations in October, November for the benefit of those candidates who have failed to secure a pass in the annual examinations.
  • The hours of instruction will be 35 periods per week consisting of 7 periods in a day for 5 days in a week.

Minimum attendance required for obtaining eligibility to sit for the annual examinations :

 
  • A candidate must secure a minimum of 80% attendance to secure the eligibility to sit for each annual examination.
  • In the case of those students who for medical reasons could not obtain the above minimum attendance, the Principal of the Polytechnic at his/her discretion may grand the eligibility to write the examination with 65% attendance or more.
  • No students who has secured less than 65% attendance will be allowed to sit for the examination under any circumstances.
 5. Scheme of Examinations and the award of marks for each subjects.
 6. Award of internal assessment marks.
 7. End examination.
 8. Minimum marks for a pass :
 
  • A candidate must secure a minimum of 40% marks in the end Examination in theory and practical examinations for a pass in each subject.
  • There will be no separate minimum for a pass in internal assessment but the total marks for end-examination and internal assessment should not be less than 40% for a pass in each subject.
9. Rules for promotion from one year to the next year :
 
  • A candidate will be allowed to go to the 2nd year if he/she has attended the first year class and has fulfilled the condition of attendance requirement.
  • A candidate will be allowed to go to the third year class if he/she has attended the second year class and has secured the required attendance in the second year. However, the candidate will be allowed to appear for the third year examination only after passing in the first year examination.
10. Classification of successful candidates :
 
  • A candidate shall be declared passed the Diploma Course only if he/she has secured a pass in all the theory and practical subjects in first ,second and thired years of study.
There will be 3 classes of passed candidates namely :
   
  • First Class with Distinction
  • First Class
  • Second Class
   
 
  • The total marks of the second year and third year shall be considered to classify the successful candidates. That is, both marks will be added and the percentage marks out of 2800 worked out.
The division in which a candidate will be placed will be as follows :
       
 
75% and above -First Class with Distinction

60% and above but below 75% -First Class

All other successful candidates -Second Class

   
 
  • A candidate will be awarded First Class/First Class with Distinction if he/she has passed :
 
  • Third year examination in one attempt and
  • Second year examination taking not more than 2 chances. However for this purpose the candidate should have passed the second year examination before writing the 3rd year examination or he/she should pass the second year examination simultaneously with the third year examination.
       
 
END EXAMINATIONS
 
a.
In each theory subject and in the drawing subject there will be an end-examination in each year conducted by the state Board of Technical Education as per the pre-announced scheme of examinations.The timetable for the examination will also be informed to the students ahead of their conduct.

b.
The question paper for each theory paper (excluding the drawing papers) will consist of the following parts.

 
Part A -
 
for a maximum of 20 marks containing 10 short answer type questions of 2 mark each(answer in one or two sentence) covering the whole subject area.There will be no choice in Part A.
   
  Part B -
 

for a maximum of 80 marks consisting of 5 questions of 16 marks each with one question from each unit.Each question will be divided into two parts .The students will have 100% choice and can answer either part(1)or part(2)of a question.Both the parts will be from the same unit of a curriculum.

The Part A and Part B will be given together in one question paper.

c.
For drawing subjects,the design of question paper will be according to the needs of that particular drawing.There will not be any short answer type question in drawing.

d.
Candidates who have failed the subjects in the previous Examination need appear only for the failed subjects in the subsequent Examination.Such candidates should register for the subsequent Examination for all the subject in which they have failed in the previous Examinations.

e. Piecemeal registration will not be allowed.
   
f. Rate of fee for the Examinations

  Details of Fine in Diploma Courses (as per G.)(MS) 49/93/H.edn.dated 21/4/93)
 
  • Rs.10/-(Rupees ten only) per day up to ten days after the date of payment of fee without fine.
  • Rs.20/-(Rupees twenty only) per day after ten days and up to twenty days after the date of payment of fee without fine.
  • Rs.500/-(Rupees Five Hundred only)after twenty days up to one week prior to the commencement of Examination.
g.
The fee for the Examination should be remitted into a Government Treasury in the State Bank of Travancore under the Head of Account "0202-02-101-98-Examination fees".

h.
Fee from the regular candidates (Candidates on the roll of the Institution) may be collected by the Principals of the Polytechnics and remitted in the Treasury State Bank of Travancore (separate remittance may be made for the late remittance with fine) in the name of Principal and the original chalan reciept forwarded along with the nominal list of candidates.

i.
Private candidates will have to remit the Examination fee in the name of the candidates themselves in separate chalan and the original chalan receipt should be forwarded with the applications to the Principal of the Institution in which the candidate had undergone the course.

j.
Amount of Examination fee once remitted will not be refunded or adjusted towards the fee for a subsequent Examination. The fee remitted prior to the date of this Notification will not be entertained.

k.
Changes of the Center for the Examination will not be allowed to any candidate except for the candidate transferred from one Institution to another with the consent of the concerned authority. Others should write the Examination through from where they have completed the prescribed course of studies.
   
l. Cancellation of Candidature for the Examination
   
 
If a candidate desires to cancel his candidature for the Examination he/she should forward the application duly recommended by the Principal of the Polytechnic so as to reach the office of the CONTROLLER OF THE TECHNICAL EXAMINATIONS seven days before the actual commencement of the first day of the Examination .If any candidate had appeared in any of the paper for the Examination, his candidature for the examination will not be cancelled. Only candidates who have applied for the cancellation of the Examination as stated above are eligible to get 1 st class or Distinction the next appearance. Those who have applied for the Examination and absent without canceling, their appearance will be treated as Second Chance.
   
m. Betterment :
   
 

Rules for the re-appearance of the Examination for betterment of result :

"A candidate who have passed the Examination (Final Year Diploma Examination in Engineering/Technology) will be given the option to appear again for the same Diploma Examination in Engineering and Technology as a full course candidates for betterment of result within a period of one year from the date of passing the Final Year Examination. But no candidate shall be permitted for such a re-appearance for the betterment of result more than once"

Such candidates need not surrender the Diploma already issued. If any candidate submits application to appear for the Examination as per the above rules, declaration of the candidate as mentioned in the notification duly countersigned by the Head of the Institution should also be forwarded along with the application.

   
n. Improvement :
 
Second year student may apply for improvement of marks of Second Year subjects (both theory and practicals) .They should appear for improvement in the very next exam .ie., in the second chance before appearing for final year or simultaneously with final year. The higher mark will be accounted for carry over of the second year marks along with the final year. Separate application should be submitted for improvement of passed subjects and supplementary appearance of failed subjects of second year.
   
 
SCHEME OF EXAMINATIONS
 
  • The scheme of examination shall consist of external End Examination and Internal Assessment based on periodical tests, assignments and attendance in theory subjects and sessional work in practical subjects.
  • The total marks for end examination in theory papers will be 100 and for practical the end examination marks will also be 100 except in some practical and marks may vary depending on the importance. The scheme for each discipline of the diploma will give details of the break up.
  • The total marks(internal and external)for each year of the diploma will as follows :

  • The number of subjects in each academic year will be as follows.
  I
Year Total of 8 or 9 subjects with 2 or 3 practicals, one drawing and rest theory subjects.
  II
Year Total of upto 11 subjects with three or four practical, one drawing and rest theory subjects.
  III
Year Total upto 10 subjects with 4 to 5 practicals and the rest theory subjects.
  • The total number of subjects both theory and practical in all the three years will be not more than 30.
  • All the end examinations including the drawing examinations will normally be of three hours duration. In certain specialised disciplines the requirement may not be adhered to strictly and the end examination of a longer duration may be permitted.
 
 

AWARD OF INTERNAL ASSESSMENT MARKS

 
a.
In respect of theory subjects the award of sessional mark will be based on tests, assignments and attendance in the proportion of 40% for tests, 40 % for assignments and 20% for attendance.There will be a minimum of 5 tests and the best four of the five taken for final sessional marks.In the case of assignments,there will be a minimum of 5 assignments with all the five taken into account for the final sessional marks.
   
b.
The teachers will maintain record of all marks awarded in respect of internal assessment.The students can represent their grievance if any in respect of marks awarded to the Head of Departement for clarification.
   
c.
In respect of practicals the internal assessmant shall be made based on workshop/field work/laboratory exercise conducted,drawing plates prodused and laboratory record.
   
d.
The students are required to keep a record of all their laboratory exercise performed by them in the form of laboratory record.This record has to be authenticared by the teacher-in-charge of laboratory and certified as the bonafied record of the work done by the student by the Head of Section before he is presented by the department for the practical examinations. No student will be permitted to take any practical examinations without this bonafied certificate.
   
 
EDUCATIONAL CONCESSIONS
 
I. Concession to Socially and Educationally Backward Classes
   
 
Rules and Procedure for the Grant of Monetary concessions to Socially and Educationally Backward classes of citizens for studies in professional,Technical and Post Graduate Courses from the year 1966-67 onwards( Vide G.O.P 208/66/Fin.dated 2/5/1966)
     
  a. Eligibilty
       
    i.
The students belonging to the Socially and Educationally Backward Classes of citizens who have secured admission to Polytechnics on the basis of the G.O. referred to above irrespective of whether they have secured admission against reserved vacancies or on merit will be eligible for the concessions.
       
    ii. The concession once granted will continue for the entire course subject to the income limits specified and to the satisfactory progress in studies, good conduct and regular attendance. Provided further that concessions will be granted only for one year in each class.
     
  b. Nature of Concession
       
    i. In the case of students whose family income is below Rs.36000/-
       
     
  • Full free ship;
  • Annual lump sum grant of Rs.50 towards cost of books.
  • Monthly stipend of Rs.30 for those who reside in Government or recognised hostels;and
  • Monthly stipend of Rs.20 for those who do not reside in Government or recognised hostels.
       
    ii.
In the case of students whose annual family income is between Rs.36000 and Rs.42000.
       
     
  • Full free ship
  • Annual lump sum grant of Rs.50 towards cost of books.
     
  c. General
     
   
Candidates who,after having completed one stage of education studying in the same stage of education,viz.,different subjects(e.g.Diploma in one subject after in another subject) will not be eligible for concessions under this scheme.

    i.
Candidates who after having undergone studies in a perticular branch of Professional, Technical or Post Graduate courses with the concessions from Government under any of the schemes of the State Government or Central Government will not be entitled to concessions under this scheme if the joins another branch of Professional, Technical or Post Graduate courses unless the former is declared as necessary for joining the latter.

    ii.
A holder of the concessions under this scheme shall not hold any other scholarships stipend, remuneration or concessions.

    iii.
The stipend shall be available for a maximum period of 10 months in an academic year.For the months in which the educational instituitons close for mid-summer vacation and reopen,the stipend will be limited to the actual number of days excluding the vacational holidays in the months.

   
No stipend will be paid during continued absence for more than one month with or without leave or combined with vacation or holidays.
     
II. Concession to Scheduled Caste/Scheduled Tribe communities
   
 

All students belonging to SC/ST communities securing admission to Polytechnics or getting promotion to the higher classes will be given the following concessions from the Scheduled Caste Scheduled Tribe Development Department.

Full fee concession, lump-sum grant for the purchase of books and monthly stipend for boarding and loadging charges or actual boarding and loadging charges in Institution Hostel.

These students shall not be required to pay any fees.
